He can flex his arms and hands like that, meaning he have rubber-body power.
Like Luffy on One Piece, or Mister Fantastic on Fantastic 4.
An ultraman having such ability would be Over-Powered; No monsters would stand a chance.
For superheroes, small matters like colors and details are not as important as the power.
